The International Center for Comparative Environmental Law (CIDCE) is an INGO (French scientific association governed by the law of 1 July 1901) and was created in Limoges (FRANCE) in 1982. It was created following the Center for Compared Law Studies in Strasbourg. It is an organization that is composed of environmental lawyers. It is hosted by the Interdisciplinary Research Centre on Environmental Law, Land and Urban Development (CRIDEAU), thematic team équipe of the OMIJ-EA 3177, Faculté de droit et des sciences économiques, of the University of Limoges.
The main mission of the CIDCE is to “Bringing together environmental lawyers from around the world to help the advancement of environmental law at international and regional meetings and conferences”.
Since 2005, the CIDCE has received support from the Limousin region, from 2016 part of a larger Nouvelle Aquitaine Region, through the instrument of an “associative job.”
CIDCE has obtained several Recognitions and Accreditations from international Organizations, Institutions and Conventions:
- Special consultative status with the United Nations Economic and Social Council (ECOSOC) since 2015.
- Observer Status with the United Nations Environment Assembly and its subsidiary bodies (UNEA) since 2016
- Consultative Status with La Francophonie (since 2018)
- Observer Status with the Barcelona Convention for the protection of the marine environment and the coastline of the Mediterranean and its protocols (UNEP – 2001)
- Observer Status of the ESPOO Convention on Environmental Impact Assessment in a Transboundary Context (2004)
- Observer Status of Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters of the United Nations Economic Commission of Europe (2004)
The CIDCE is an international non-governmental organization (INGO) member of the International Union for Conservation of Nature (IUCN), created in 1948 and reuniting over 1,000 member organizations and some 10,000 scientists and experts from 181 countries in a unique worldwide partnership. The IUCN’s mission is to influence companies worldwide to encourage and help the world to conserve the integrity and diversity of nature and ensure that any use of natural resources is equitable and ecologically sustainable. In the framework of international conventions, it has helped over 75 countries to prepare and implement their national strategies for conservation and biodiversity. IUCN is a global organization with 1,000 employees in 44 countries, including a hundred based at headquarters in Gland (Switzerland).
Since 2010, the CIDCE has been a member of the NGO CIVILSCAPE, an international network dedicated to promoting the European Landscape Convention.
The CIDCE helped create the African Society for Environmental Law (SADE) and the European Association of Environmental Law (AEDE), which it helped constitute.

Le Centre International de Droit Comparé de l’Environnement (CIDCE) est une O.I.N.G. (Association scientifique régie par la loi du 1er juillet 1901) et a été créé à Limoges (FRANCE) en 1982. Il fait suite au Centre d’Études de Droit Comparé de Strasbourg. C’est une organisation qui est composée de juristes de l’environnement. Elle est hébergée par le Centre de Recherches Interdisciplinaires en Droit de l’Environnement, de l’Aménagement et de l’Urbanisme (CRIDEAU), équipe thématique de l’OMIJ-EA 3177, Faculté de droit et des sciences économiques, Université de Limoges, France.
La principale mission du CIDCE est de « Réunir les juristes de l’environnement du monde entier afin d’aider aux progrès du droit de l’environnement lors des réunions et conférences internationales et régionales ».
Depuis 2005, le CIDCE bénéficie du soutien de la Région Limousin, devenue en 2016 Région Nouvelle Aquitaine, dans le cadre du dispositif « emploi associatifs ».
Le CIDCE a obtenu plusieurs reconnaissances et accréditations auprès d’organisations, institutions et Conventions internationales :
- Statut consultatif spécial auprès du Conseil économique et social des Nations Unies (ECOSOC) depuis 2015
- Observateur à l’Assemblée de l’Environnement des Nations Unies et à ses Organes Subsidiaires (UNEA) depuis 2016
- Statut Consultatif auprès de La Francophonie (OIF) depuis 2018
- Statut d’observateur auprès de la Convention de Barcelone et de ses Protocoles sur la protection du milieu marin et du littoral de la Méditerranée (PNUE – 2001).
- Observateur auprès de la Convention ESPOO sur l’évaluation de l’impact sur l’environnement (EIE) dans un contexte transfrontière (Commission économique pour l’Europe des Nations Unies)
- Observateur auprès de la Convention d’Aarhus sur l’accès à l’information, la participation du public au processus decisionnel et l’accès à la justice en matière d’environnement de la Commission economique pour l’Europe des Nations Unies (2004).
Le CIDCE est membre en tant qu’organisation internationale non gouvernementale de l’Union international de l’Union Internationale pour la Conservation de la Nature (UICN), créée en 1948 qui rassemble plus de 1 000 organisations membres et quelque 10 000 scientifiques et experts de 181 pays en un partenariat mondial unique. L’IUCN s’est donné pour mission d’influer sur les sociétés du monde entier, de les encourager et de les aider pour qu’elles conservent l’intégrité et la diversité de la nature et veillent à ce que toute utilisation des ressources naturelles soit équitable et écologiquement durable. Dans le cadre des conventions internationales, elle a aidé plus de 75 pays à rédiger et à appliquer leurs stratégies nationales de conservation et de biodiversité. L’IUCN est une organisation globale comptant 1 000 employés répartis dans 44 pays, dont une centaine basés au Siège à Gland (Suisse).
Depuis 2010, le C.I.D.C.E. est membre de l’ONG CIVILSCAPE, réseau international qui se dédie à la promotion de la Convention Européenne du Paysage.
Le CIDCE a contribué à la création de la Société Africaine de Droit de l’Environnement (SADE) et de l’Association Européenne de Droit de l’Environnement (AEDE) qu’il a contribué à constituer.
